The Bihar government has announced a major expansion of its Skilled Youth Programme (Kushal Yuva Karyakram), aiming to provide specialized vocational training to more than 2.57 lakh young people every year. The initiative is focused on improving employability, promoting self-reliance, and preparing the state’s youth for emerging job opportunities.
Five-Year Skill Development Plan
The decision was approved at a state cabinet meeting chaired by Chief Minister Samrat Choudhary. Under the “Seven Resolves for a Developed Bihar – III” (Saat Nischay-3) programme, the government will continue and expand the skilled youth initiative for five years, covering the financial years 2026–27 to 2030–31.
For the first year of the programme, the cabinet has approved an initial allocation of ₹430 crore for 2026–27 to support training and implementation across the state.
Focus on Emerging Skills
The expanded programme will offer training aligned with changing industry requirements and the growing demand for technology-driven and specialized skills.
The courses will cover several sectors, including:
- Technology: Artificial Intelligence (AI), drone technology, solar energy, networking, and information technology.
- Business and Finance: Digital marketing, banking, financial services, and Tally-based accounting.
- Healthcare and Services: Home nursing, emergency medical technician (EMT), multi-skilled laboratory technician, beauty, and wellness.
- Professional Skills: Foreign languages and entrepreneurship.
The focus on these areas is intended to help young people gain practical skills that can improve their chances of employment and support opportunities in emerging industries.
6,436 Training Centres Planned
As part of the initiative, the Bihar government plans to operate 6,436 training centres across the state. These centres are expected to create direct employment opportunities for trainers and other support staff while expanding access to vocational education at the local level.
The programme will also place greater emphasis on entrepreneurship. Trainees will receive guidance on areas such as market research, digital payments, customer management, and other basic business skills. The objective is to help young people develop the confidence and knowledge needed to start their own businesses and become job creators.
Bihar Student Credit Card Scheme Also Extended
Alongside the skill development initiative, the state cabinet has approved the continuation and strengthening of the Bihar Student Credit Card Scheme for the 2026–31 period.
The government has allocated ₹950 crore for 2026–27 under the scheme to provide financial support to students pursuing higher education.
The government has said that the combined focus on vocational training and higher education is intended to reduce financial barriers, improve career opportunities, and help Bihar’s youth move toward greater economic independence.
